Owner selects design team, who creates plans/specs. Then owner oversees bid process and hires general contractor.

- Can create adversity between design team’s high expectations and low-bid contractor.
- Owner often becomes mediator between design team and contractor.
- Owner has little or no control of quality selection of tradesmen/subcontractors.
- Projects can be delayed 12-18 months since construction drawings and all specs must be completed before work starts.
- Since contractor is not involved during design process, there’s no opportunity to address constructability issues before construction starts. This often results in several change orders, higher project costs and delayed completion.
